Joomla! is a free open source CMS with which you build websites and online applications. It has existed since 2005 and is made entirely by volunteers. It is for small businesses, government bodies, non-profits and large organisations, and for agencies that build sites for clients. You manage content with multiple users and permission levels, create multilingual sites and extend with extensions and templates.
Joomla! is free to use under the GPL licence. You download it and install it on your own hosting; you arrange and pay for that yourself. At launch.joomla.org you start a free website without installing anything. There are well over 70 language packs and thousands of extensions, most of which are free.
